I know matching RAM is best. I agree. That's not my question.

My friend recently built a new PC so he has some leftover ddr3 laying around.

Say I were to take his 2x 8gb sticks of 1866mhz RAM and add it to my 2x 8gb sticks of 2133mhz
doubling the amount from 16gb total to 32gb.

Will that be an upgrade, or will it mess with the performance of my faster ram and be an overall downgrade?

just clock both sets to 1866 and you should be fine.

rly not smart to do such a thing get matching imo to prevent hardware failure

I would work at whatever the lower clock speed is (you could attempt to clock his to 2133 as well), but I seriously doubt you will actually notice any performance benefit in 32gb vs 16gb.

Make sure to run both at the highest voltage and lowest speeds. And timings

You don't need that much ram but it would be fine. They would default to the slowest setting. 1866 not 2133.

Overall it's pointless and unnecessary.

Lol matching es doesn't mean shit. It's not like buying a set of tires. You can mix and match no problem.

0 performance and maybe slightly less efficient overall.

Alright I won't worry about it and tell him to just try and sell it. Just wanted to make sure I wasn't missing out on a decent opportunity.
