Are you saying it's full of dust?

As for the "get to the BIOS but then locks up" part. You should be able to reset the BIOS to defaults w/o keyboard or mouse. What is make/ model of motherboard?

/e Just turn off the computer, turn the switch on the back of the power supply OFF. Remove the CMOS battery (will probably have to remove vid card first) wait 2-3 minutes, put it back in. Put vid card back in.
Then turn the power supply back ON, then boot the computer.

Clean the dust out too.

It will clear out all the overclocking settings, so hopefully you can boot the computer.

/e This is assuming I understand what you said in the OP.

Dust causes heat which causes problems.
Overclocking causes heat which sometimes (if not stress tested properly) causes problems.

IF you overclocked the CPU (used the BIOS to turn up the CPU speed), you need to undo that first. You also need to dust it out, especially the fins of the CPU heatsink and the internal heatsink fins in the GPU.

Probably. Mobo, CPU and RAM, usually.

/e But without knowing what you have now...it's kinda hard to say.
