The guy says the video card stopped working and he had to cook it to bring it back to life.. but I'm using the computer for recording music/mixing and editing.. so I'm guessing that would be okay for me because I wouldn't need a graphics card. Also, he said that the cooling fan never stops running so I'm assuming it's loud and if that's problematic..

Well the "cooking" part bothers me cause its not a real fix. The gpu will break again and quite soon if anything.
If the fans super load always then one has to wonder how bad of a condition the unit is in general.
Also you have yourself an all in one so good luck without a GPU because it sure as shit doesn't have an onboard.

Sorry the question is would it be safe to buy it ?

@OP... Buying used is bad enough, but buying used and broken, is just silly, unless you just want spare parts.
