There's a used i7 4790k in my area asking $300 CAD .. is it not wise to buy used components like this?

I have a i3 6100 right now I want to upgrade but I don't want to spend like $500-600

Or get a brand new i5 6600K for $289.99?

Other components are gtx 1060, z170 pro, evga 650w, 32gb ddr4, h100 cooler, 250gb evo ssd
