Would my ssd keep everything from previous computer windows, files, programs, if i built a completely new rig? Newb here.

NO. You would have to reinstall Windows if you built a new computer around it. The new motherboard in the new build would have different drivers.
/e Re-installing Windows would pretty much wipe out everything on the SSD.
The SSD as it is now, has the drivers for the motherboard and vid card that are in your current computer.

it's a toss-up, i upgraded from phenom II x4 platform to haswell i5 with the exact same installation, all i did was uninstall a bunch of drivers before installing the new mobo/ram/cpu, it found and installed a bunch of drivers after booting and worked like a charm
Doesn't mean it will work for you

7 is what i was using at the time (and still am)
10 would probably be worse at this since it embeds itself into any hardware it can like a virus

I guess it depends on how good you are with drivers.
If you know your Windows CD key then you could just do a clean install of Windows on the SSD (in the new build) which would definitely be easier.
/e If you wanna do it the hard way...you would have to uninstall the following drivers...
Chipset
USB
Storage
LAN/wireless
Audio

8.1 and 10 has os refresh feature that pretty much reinstalls

i believe 7 also has such a feature but it is a pain so i didn't use it
