That cpu will get around 25-35 fps avg. dips into low 20's. Not great but I would consider it playable if I were on a machine that destitute (it's basically a console experience!).

Are you using the onboard Intel GMA 3100 graphics? They don't have a snowballs chance in hell getting more than 4-5 fps if it can run it at all.

I recommend at least a gt 640, but you could get away with slower with setting tweaks

Your PSU is probably OEM shit and doesn't even have a 6-pin so get something that doesn't require an external power connector.

You'd be better off dropping a second NIC in that Optiplex and turning it into a pfSense box.
