Idk if this is a memory leak but. Sometimes not all the time when i start up my computer it is using 95% of my ram with 0 programs running besides my startup ones.

I have 16 gigs of ram.

This makes no sense to me i even moved the 2 rams to a different slot to see if that was it...

It is not.

Any help? Ill post screen shots of the task manager when it happens again

see where it's going
noone can help you with this info
my best guess without knowing anything about the problem would be windows experience index benching your ram
why it would be scheduled to run on startup is beyond me

good answer could be some other default dl/d program too
example rainmeter loves to hog memory along with few other programs people like to use for their "prettiness"

Is explorer.exe the thing doing it by chance? I had a similar issue once.

Ill check. Ill priortize it to see... I remember doing this before and it showed nothing that was doing a crazy amount of memory...

I wonder if a stick failed on start up and i just didnt check that far into it to see if i loaded up less ram.

I hope if anything its the sticks and not the motherboard

If it is explorer what shouls i do.

it is neither your motherboard or sticks, this is an os level issue for sure.
load in safe mode and see if it still happens, this will rule out a lot of modules and hooks.

One thing im worried about is it doesnt happen always.

But it definetly happens alnost 95% after i download something weither its a patch to a game or a new game in general or a program.
