So I'm planning on building a new rig here and I've been following all the hype of intel i7 7820x / intel i9 7900x vs AMD thread-ripper
I know there's no reason for me to go i9 and I've generally been an intel fanboy, so my question is , is there a big boost in performance of the 7700k vs 7820x? Main uses of the computer will be gaming/streaming/ uploading video and music content.
Also will a 7700k bottleneck out at 16 pci lanes running SLI 1080 TI?
This is planned to be a very high end machine but if the CPU makes no difference than I think I'll save my 300$

In multitasking yes the performance increase is large, and yes only having 16 lanes is problematic for 2x 1080 ti in many cases.

think I saved pics somewhere becuz I dropped into top100

The 7820x is a worse chip for gaming, as its single thread performance is lower.
However it has much more cores, so any task involving more cores will see a large performance uplift.
I believe that you would be fine with 16 pcie lanes, as many tests have shown only minor performance uplifts when having more lanes.
In the end, if you were going for high end, i'd get the 7820x. It's a better chip overall for your uses.
If you were concerned actually concerned about cost/these factors, you could probably solve your problems by becoming an AMD fanboy, as they currently have the best offering for an 8 core/16 thread, with more PCIE lanes and similar performance at a much lower power cost/monetary cost.
edit: looks like someone sourced my comment. Yes youll get slightly less performance, but you must ask yourself if you want to pay for the cost difference by using intel for that small uplift.
