TJ Max is where the processor will instantly throttle or shut itself down to prevent acute damage. For example, my haswell chip has a tj max of 100C.
As for what it shouldn't be 'higher than', well that number is typically much lower but for different, degradation related reasons. I have mine set to warn me if it cracks 75c.
