what's the max temperature before it starts causing damage, like what shouldn't it be higher then? if that makes sense, would appreciate some advice

TJ Max is where the processor will instantly throttle or shut itself down to prevent acute damage. For example, my haswell chip has a tj max of 100C.

As for what it shouldn't be 'higher than', well that number is typically much lower but for different, degradation related reasons. I have mine set to warn me if it cracks 75c.

my friend had an apu that was running at 98c constantly so i bought parts and sent her a new pc

if it's running at 80 or below you're fine usually, but any hotter than that and you're gonna wear your parts out too fast.
