So I made a new build with a 7600K and MSI Z170 PC Mate (I know it's a bad motherboard but budget was tight and I am replacing it in a few weeks.)

Anyways on shutdown it puts the PC to sleep but doesn't switch it off. Also on restart it goes to the restarting screen and then goes to a blue screen and halts.

2 issues I've had is trouble with installing the NIC drivers where it freezes and second is that chipset drivers did the same thing.

Also in the BIOS is a setting for Win 8.1 and 10 and one for Win 7 of I enable either of these it will not boot. If I disable both it will boot but performance is shitty. I'm running Windows 10.

If all else fails I may do an entire wipe again with a fresh install and start over.

Have you updated the bios then redoing drivers.

I was going to try tonight and see what happens. There has been 4 BIOS updates since the board was released.

There should be more than that in the BSOD, like the driver that threw the error. It's quite likely it's a peripheral or something easy to check such as SSD/HDD going apeshit because of Intel Rapid Storage or loose GPU.
