What is the EXACT error message, and what browser and what version of the browser, are you using?

Set your time and date to the proper values.

SSL certificates expire and if your time and date are wrong by a large margin they will throw an error.

The time and date are correct. And I don't get an error message. I see I'm connected to the internet but only like the default page loads and a few other pages. I'm running internet explorer not even IE9 it's been factory reset.

Try a different browser, like Chrome or Firefox.

Download either of them on some other computer and use a USB stick to transfer the DLd browser to the XP comp.
