hes not gonna toss $60-100 on a new windows cd if this can be fixed, which it most likely can,

don't tell me it's not possible just cause your unaware of how to.

He does not have the CD and the cdkey on his tower is to faded to read.

He cannot connect to the internet to even download a new windows iso.

he does not have a spare PC to do so either, so it's not possible.

Make a bootable usb with windows for him.
You can look up the key on the PC.

did he try uninstalling this update?
