Two things can cause that. Two things OTHER than bad RAM.
A teeny bit of dust in the RAM slot(s).
A RAM stick not fully tight in the RAM slot. If your motherboard has sloppy slots, just walking near the computer, can jiggle a RAM stick to where it breaks contact with the slot. Putting the case side back on, sometimes is enough to do this.
Well, the full story here is.
1st time (looks like 1x 8gb was not correctly installed)
2nd time (same thing, 1x not correctly installed)
then my dog was fucking around while I was playing with the wire and about to unplug and close pc and the power wire shut'd down, and entire pc closed.
then I unplugged everything, etc for 20 mins I thought my power supply died....
then I was about to put back on my other computer and told myslef fuck it im try one last time to check the ram
and then it started
apparently....both time 1 was not installed correctly then the last time I didnt install both correctly so the pc kept restarting over and over
But yeah Im far from an expert, my first time ever actually playing inside of a computer lol but the ram looked so freaking ez, knew I could do it
But all the vids I seen on youtube, the people were saying you're supposed to hear a "noise" of the slot closing and mine was only doing the noise on the side where there's no thing that close (cause its a newer motherboard, unlike the older ones where it has 1 each side, 2 total)
anyway.....FML thank god it was just the ram
I really thought for a sec that my power supply broke or something when the dog pulled the power
