Amd build:
9590 fx
r9 390
32 gb ram
coolmaster liquid cooling
Automatically overclocks
has 750 watt power supply

I'm thinking of getting this new power supply, opinions? Think it'll fix the problem?

Screen completely freezes, as in everything. It's like a solid screenshot that you can not move, you're helpless and unable to do anything, only thing you can do is restart the computer.
No red/blue screen of death or any text.

Windows 10

And not software oc as in the videocard automatically overclocks itself in BIOS. The r9 / 390 as well as the 9590. When I put it in default and reset to default I'm helpless to underclock if that makes sense.
Looking at this: http://www.game-debate.com/gpu/index.php?gid=3505&gid2=3117&compare=geforce-gtx-1070-vs-radeon-r9-390-sapphire-nitro-8gb-edition
The graphic cards itself recommends a 750 watt power supply.
This is the power supply I have here: https://www.newegg.com/Product/Product.aspx?Item=N82E16817139051

That's why I believe I need a new power supply which is why I listed the one there. Do I buy it?

the 9590 is software over clocked in bios if your not setting it manually and its higher then its normal rated speeds.

Use this to detirmine your actual wattage needs.
Any quality PSU 80+ bronze should work.

I'd first try doing a fresh install/driver updates.

Used to do this but that's because I originally had the fan upside down in the case for the battery and the heat ran right back into the psu xD (maybe I damaged the psu?)

That's new to me but negative. Like it's a frozen screenshot, I can't explain it any further. It happens during: gaming, streaming, and when it is idol (when left idol no longer even shows contents just a black monitor)
