Unless I'm not locating the play store correctly on Chromium, I'm trying to figure out a way to be able to load .apk(android app) files.

I've browsed a bit about ARChon packager but not sure how to operate the terminal to install it directly nor what to use with the source code provided.

to load .apk files you need andriod os or a linux application that runs andriod os/apk files like ARChon.

With Debian Raspian ran off an SD card, it's possible to switch OS's by switching SD cards?

Seems like it works out in theory but just not too certain since I'm still very much new to this.

Yes. As long as you have a properly installed OS on each SD card, you can swap them out and boot into the new OS.

A full shutdown and power on sequence is required though.
