Is there anyone willing to help me or let me know if i am capable of doing this. I will pay.

I know there is a way however not sure if my internet is compatible or not. I want to be able to make it so that when someone else on my house goes on the internet, my computer is priority and slows down other devices before it slows down my computer.

QoS is what your looking for.

This, and it has a lot to do with the router you have and it's specs

Some routers have a simple QoS you can just turn on and it will try to optimize for certain traffics

some are more involved and you will have to set programs that it optimizes for
