i run an
fx 8350
sabertooth 990 fx
corsair h100i
gtx 970ftw
1x ssd
2x 7200 rmp hdd
16 gb hyper x ram
im sitting stable at 4.5ghz and 1.4 v

so basically i live in an apartment and my room, bathroom and roomates room and bathroom are on one breaker. it pops sometimes and is annoying and im pretty sure REALLY bad for my ssd. as unfortunate as it is, i cant fix that. so i was curious what a safe underclocking voltage and clock speed would be? or how big of increments should i start at and which ones to mess with.
i almost never break 20% on my cpu usage, and temperatures never break 35c.
also if some one could recommend a site like photobucket that doesnt suck nuts so i could possibly upload my cpu id and cpuz stats to make this a bit easier

Honestly I doubt you under clocking will impact the breaker flipping at all.

Buy a UPS and you won't have issues.

i somewhat feel the same but im going to try anyways. my roomate is a woman and uses a ton of electricity, but its odd because none of the devices take much. and i know it all adds up... but my computer is probably the highest demanding device in the apartment. i had called the electrician that installed the wiring and what not, and he said it "shouldnt" unless its a high demand device like heater, projector or just something old and big. which leads me to think that my pc that runs shy of twice the electricity requirements of an average pc or even a high level intel is the problem.

regardless... im not using the extra "umph" from my computer so why not underclock and try and protect it for future use

Cause your not protecting anything.
If you want to protect it get a UPS

What power supply do you have?

If its a shit no-name It's probably only like 70% effecient, so for every 100w~ your PC needs, it pulls 130w from the wall. etc.
