So I bought a new computer, trying to install windows 10 os I get to the part where it says "Hi there Let's get a few basic things out of the way." I do the questions (what's your home country/region, etcetc) hit next and it makes the loading circle at the bottom saying "Applying these settings" but it never advances after that the circle just keeps rotating and nothing changes. I can't find a way to fix this.

since all it does is start go straight to the hi there didn't think it mattered to much what kinda computer it is but...

Yes as this is usually a ram/hd/media/cable issue or driver issue.
So old hardware could be a plausible reason.

How are you trying to install windows 10? a retail disk/burned disk/USB.
I would try something other then what your currently doing or redo it to the same type of media again.
If that does not help then we can look at hardware/drivers after.

also try another usb slot like one on back if its via a usb thumb dive

I just got the computer everything is new and trying to put it on using usb but even if the usb is out now because drivers are installed it just goes to that page waiting for me to hit next then never advance.

If I turn it off right after I hit next and turn it back on I get an extra menu saying troubleshoot and all that but it says I need to use userdefault0 profile name (which isn't mine) and a password which I don't have after some googling I found out it was a microsoft pre-built profile name I think it was and they don't give you the password so I can't do that either, theres also an option to reset my pc completely but when I hit it all I get is "reset has failed" so I can't do that either for some reason

I'm lost with what your saying.

The main issue here is you can't install cause it hangs after installation.
Which could be a result of corrupted media the usb or the install itself.
I'm asking you to reinstall it again after remaking the USB and try another
USB slot in back. or making a DVD and trying to install it that way.

okay so it doesn't reinstall, I have it plugged in I hit f12 and boot from usb and it just goes straight to the windows welcome then the "hi there let's get a few basic things out of the way." same as before, I'll try making it a dvd when I can I don't think I have any right now and dunno when I can pick one up. But it's 2:50am gonna go to bed

It's not booting the USB if your not going to the installer.
Go into the bios and make sure its configured correctly, I also suggest using a USB2.0 drive and slot.
You can also remake the USB installer prior to this to rule that out or use another USB device.
