So I have 3 monitors ane a tv I am trying to set up.

2 monitors are dvi to display ports.
1 monitor is dvi
Amd the tv is hdmi.

Only 3 register at a time.

Im assuming I need an active adaptor for one of them or am I doing something wrong.

Yes, the HMDI on the TV is the only one not working.

Ditch the hdmi and it should work.

Haven't tried hdmi on my 1070 been using dvi/display ports.
I have a vga to display adapter for tv.

Alternatively theres a setting in the nvida panel that may enable it
But im not sure what its called anymore.

That did it! The HDMI worked fine, it just was disabled in the Nvidia control panel and I was using Display Fusion to configure them.
