I have no idea of anything about computers so please bear with me. I even rebooted my pc to make sure my memory was reset, but upon start up it has 30% being used. I'll try to include as much info as I can in exchange for some help.

2.4 GB RAM used is normal.
Your OS and miscellaneous startup programs will be loaded in your RAM.
Otherwise your windows would be very slow reacting.

I got about 4.0 GB used after boot. about 2GB from OS and 2GB from samsung rapid mode, Monitoring program etc.

It's perfectly normal.

Depending on the version of windows, It typically uses 1-3gb~ of ram at 'idle'

Vouch.

I do recommend an SSD for your system. would boot faster and feel more responsive.

something like
samsung 750evo or Crucial MX300. 250GB +/-. For about 70$
You keep the HDD for storage and if have more than like 150GB of games.

Seagate just launched a line of SSD's that look pretty interesting / well priced.

i've had a seagate 600 (240gb) for about 1year and a half
thing is gg. good speeds/price
