So... Let me get the straight.
Your CPU temp is 50-55C & you're asking about the fan on your PSU? The PSU fan does its own thing, Regardless of how hot the rest of your pc gets.

Even at 100% speed, The PSU fan isn't going to cool your PC.

He never said his fan is going out.
Fans typically either work, Or don't. The speed is either controlled through the BIOS or software/Fan controller hardware.

The "Package" Temp, Is your CPU. Not the PSU.
Typically 'hybrid' PSU's will either kick on the fan when the PSU reaches a certain temp, Or load. It's fine, Thats how its designed & its running fully within specs.
If you dont like the fact its not spinning 24/7, Turn off the hybrid feature. Either way your pc temps arent really going to change at all because of the PSU.
