Little more info plz.

/e
Does the external HDD work?
How much data is on the External HDD?
What are you using the external hard drive for?
Do you have a desktop computer?

/ee Just guessing without more info...

Put the new hard drive in your desktop.
Copy all the data from your External to the new hard drive.
Take new hard drive out of desktop...put it in the external enclosure.

The external media has data on it you can freely move it from one thing to another provided the os supports the partition format.
If you've installed an application it needs to be a portable version to operate on another machine.
If you want to use another it won't affect the first one in anyway.

He wants a new laptop, mainly for media stuff, but with killer screen and battery life...like 13"

Macbook has all that, but then all his Media is on the External in NTFS
