I don't know much about building computers but I want to learn.
I will have more time to learn in about a month.
The question is should I upgrade this pc or should I build another? (I've put them together before but never bought the parts myself just helped friends put them together)

Right now I don't know a budget but I don't know how much I can upgrade don't know how many watts I have on my power supply and how many I used.
Any advice would be helpful just pulled up specs to try to get some information for you much more tech savvy people than myself.
Thanks :D

Before you do any upgrading, you should explain for what kind of use the computer is.

Your monitor resolution is only 1600x900, is this what you want to stick with, or are you looking to upgrade it as well?
If so, what will your new resolution be (1920x1080/1200, 2560x1440, or something else?)? A lot of other components will matter of this.

Then you will need to have some kind of budget. Nobody can suggest you parts before we know how much you are going to spend.

1070 will bottleneck his 8350

If you're wanting to do a single upgrade, just get a 470/480

Otherwise you should build a skylake pc

I play many games I have some fps issues with games such as ARK Survival Evolved (mostly games with render distance and big worlds)
I want a smoother experience and to be able to play them on higher settings aswell.

I'm thinking of going dual monitor again not sure on reso my "main" game is league so not a huge screen but not too small and a second for extra stuff.

New build.

The 8350 is a really shit cpu at this moment in time vs skylake.

What's your total budget for a new build?

I'm moving soon hoping to get a job when I get there. Transitioning out of the military will have a budget when I get a new job/college.

Also for Reso probably 1920x1200
2x monitors when I get the money if possible.
Only have one hdmi in my rig though would like two I don't know how hard that is to "add"

Get an adapter.
Like HDMI to DVI.
Most GPU's today only have 1 HDMI port the rest is a combination of displayports and DVI's
