I am going to buy a CPU cooler either today or tomorrow. I am curious if water cooling is that huge of a difference or the EVO 212 is fine?

I probably won't be OC'ing unless I learn how to fairly quickly.

I want a nice cooled computer. One that produces a little less heat. lol

Your heat dissipation will be the same regardless of the type of cooling. Watercooling just gives you the option to direct the heat. If you want less heat then you'll have to downclock and under volt.

The hyper 212 is a fine option.

No point putting an all in one on a cpu if you aren't going to overclock it

If you are running a non K(or locked) edition cpu you could literally just use the Intel heat sink and be 100% fine.

If you really just want the temps to stay low or you have a unlocked cpu and would maybe want a moderate OC in the future, get a 212+

Eh I'll probably just get a 212 then.

I wish the fan would make the PC cooler. XD My room gets too hot in the summer!
