I'm at a point where I have to take one side of the panel off for better airflow to maintain some stable fps and quietness. I clean the computer that's not the problem. I'm not a huge gamer I mostly play D2R and the occasional single player game on medium is fine.

am4 board
2700x cpu
rx 580 8gb
32gb ram

I'm more interested in a laptop or building something very small that I could mount under my electronically adjustable height desk. But open to upgrades or building something new that can last me 8+ years.

If you have a budget around $1200 or so you can build a solid PC.if you have a microcenter nearby you can start with a mobo,cpu,ram bundle and build on that. Be aware some of the mobo in those bundles they offer are micro atx. Could be a benefit if you’re looking to build a small computer. Definitely recommend joining a discord server with GPU drops if you’re set on getting an RTX gpu. Otherwise you can find deals pretty frequently on amazon. I used pcpartpicker when building mine and a few friends to get an idea of pricing and part compatibility. Hope this helps

Graphics card alone will set you back ~$500 for a 3080 (10gb) or $1K+ for a 3090 (24gb), laptops are the most expensive cost to performance option so unless you spend a lot of time traveling and getting bored I would just build a rig.

Honestly though, for what you're doing, you might wanna just get a new case with better airflow, your hardware should be more than sufficient if you're running Med/High VFX Quality, 100 Resolution Scaling, & Dynamic Resolution OFF.

Are you running it from an SSD and what form factor is your motherboard (ATX, mATX, or ITX)? The RX 580s generate a lot of heat, are you monitoring the temperature? Adrenalin has a "Performance Overlay" that'll display GPU temp, also, I would make sure AMD Anti-Lag is turned on, reset the shader cache, go to Gaming -> Graphics -> Advanced and Reset Shader Cache, and if you're running other apps like Discord, Chrome, etc. then disable "Hardware Acceleration" on those as it'll compete with D2R for GPU util. You can also check in Windows that your power plan is set to "High Performance" and make sure "Game Mode" is ON.
