Haven't played since 0.2.0 but apparently the new patch is pretty unstable.

Try switching your video settings between Vulkan & Direct X12 to see if it helps a bit, but you might have to wait for a patch to fix it.

Upgrading your RAM and graphics card will help a bunch if you can find one decently priced

Oh ping spikes would be something else. They were having issues with EU servers a couple weeks ago so that may be related if poe2 is the only game you have spikes with
