My roommate and I have this internet speed. I download at a high speed (80-120 mbps). My friend, however, is at 2 mbps even when we have everything else in the house turned off. The only solution that I have tried is replacing the ethernet cable, which did nothing. I have considered reinstalling the internet driver, but I don't really want to do that unless I have to. Any other ideas or is the driver the best course of action? Thanks!
e/ I should also note that he is plugged directly into the router.

You will always get the best speeds and strongest pings with good packets hooked up directly to the modem. With that said, I take it you pay for gig speeds? (1000 down or a gig) And if you are trying to get those speeds on wifi then it wont happen unless you have good strong wifi with a very good router or inet supplied modem, You will also need 5g or higher. Also your router and modem have to be able to handle bandwidth allocation, which means that your router will give priority to the number 1 hook up or however its set. To change that you would need to go into your modem or router and make sure that's turned off. The more things are hooked up and using bandwidth the more it can degrade speeds. A good router/modem setup helps with that. Also are you on fiber? Coax? Are you trying to get wifi thru concrete on a multi story house?

We have AT&T fiber and pay for 1 gig. Our wireless is not as strong, which we expect that, but we get good speeds (400+). He is plugged directly into the router/modem combo (provided by AT&T). The router is also plugged into the wall which is wired to connect it to the rest of the house. Then I'm upstairs and plugged into another ethernet port -- essentially I have a wired connection into the router with some extra steps. But my friend should have the best connection in the house since he is plugged directly into the router. I'm not positive on 5g, but I'm assuming we're good for ethernet purposes. I am able to get good downloadspeeds, so I am also assuming that there is nothing wrong with the router.

Wifi is totally fine; no issues there. The concern is the download speed that he has when on steam or battle.net (2mbps). When he is on speedtest.net, he gets speeds similar to what I posted above. I'm like 90% sure it's something wrong with his computer, but I have no clue what to even think about looking at. He doesn't have any proxies or anything on his PC -- he's a pretty casual gamer / PC user.

EDIT: I checked the download settings for each of those applications mentioned above and there are no limitations on either of them.

Thanks for asking the questions; hopefully can get this figured out.

Ah. Meant a network driver. Sorry if that caused genuine confusion. Clearly here because I feel there are more people on this forum that know much more about this area than I do.

I'd cross reference your network settings with your friends to see if there's anything strange going on. An easy way would be to run Powershell as an admin and paste this: (Do this for both your PC and his to see if it's different)

Let me know what it says on your PC vs his and it may sus out if anything is wrong with his link speed.

Here's what i'd check second. Go on your PC and note what your settings are so you can replicate them on your friends PC

Tried all of this. We have the same link speed and had the same settings as well.
Update though - he's now getting ~35mbps (we didn't do anything?).

Will try a different port on the router later though. Forgot to test that while home. Appreciate the information!

Definitely recommend swapping ports with your friend to see if you run into the issue instead. If that doesn’t work, run windows updates & reinstall the network driver. It could also be malware on his PC so running a malwarebytes full scan never hurts

Internal Wi-Fi but neither of us are using Wi-Fi in this case; it's all via Ethernet.
