Could be a variety of issues. Best way to check is to get a hardware monitoring program and see if one of your components is being temperature throttled or if your GPU/CPU/RAM is being maxed because of your resolution, ingame settings etc. you can usually find out with a benchmark test on what your weakest component is.

If nothing seems glaringly obvious you can try overclocking your cpu to see if you get more frames

Task manager will show you how much % your GPU, processor and ram uses. If any of them are near 100% that’s what is most likely your issue

https://www.cpuid.com/softwares/hwmonitor.html

^ that’ll show temps for your processor and GPU. You’ll have to research if it’s too high a temp

For overclockig, there’s a program by AMD for Ryzens but you’ll want to look up how to do it because you can damage your components if you do it wrong

Your fps is the same because your rtx 3060 is about the same strength and speed as your rtx 2060s was.

If you care to try an upgrade your computer here is my suggestion, since you have an am4 socket just go team red and enjoy the fruits of hardware engineered with integrity and a generally good moral compass.

Your ryzen 5 3600 doesnt necessarily need to be upgraded right away I would suggest upgrading your gpu first.

The rx 6650xt, rx 6700, rx 6700xt, rx6750xt, rx6800, rx 6800xt, rx 7700xt, rx 7800xt all great gpu options for you.

I recommend this particular gpu https://www.newegg.com/sapphire-radeon-rx-7800-xt-11330-03-20g/p/N82E16814202439 it should be obvious why.

Here is your cpu upgrade Ryzen7 5800x3d if you feel like you need it and yes it will make a difference if you are trying to play at higher resolutions.

Now if you do end up getting a new cpu be aware you prolly need to update your motherboard's bios first before you install a 5000 series Advanced Micro Device chip.

The big winner here would be an RX6700XT for the price ~ but like user mentioned 2060s/3060 are very similar in performance/capabilities.
2060s is no slouch, but for a real upgrade consider the RX6700XT as it's priced around the same as 3060's.
