Well it turns out some mod was screwing over my frame rates. I removed the mod and my game went from 1 frames during cutscenes to 80+ frames! yeah!!

they always point out the bad things in games or movies, its just what they do for comedy. watch their deadpool honest movie trailer, if uve seen deadpool. its funny, but the honest movie trailers is from screenjunkies channel. same voice for the trailer though
