Why would haswell have psu compatibility issues?

C6/C7 low-power states. From what i'm gathering is that the 12V rail can't support/go low enough for the power state which will lead to stability issues or worse.

think i saw something about there being possibly something in the new mobo bios to deal with that by giving more power the cpu at idle than it actually needs?

Yeah.

"VR-Zone claims that those idle states require as little as 0.05 amps of current, which could be too nuanced for older or cut-rate supplies that deliver power in bigger clumps. That might not be a problem for companies building complete PCs, but Corsair's Robert Pearce tells The Tech Report that it may lead to a lot of motherboard builders playing it safe by disabling those specific modes by default. Many of us, in turn, would either have to buy a fresh supply or toggle the power-saving options ourselves."

In another article I think the Corsair's Robert Pearce says something about them hoping to have it disabled by default.

More importantly look at those voltages.

7.0 & 2.56v
6.2 & 1.215v

Yes please.
