Everything else is fine. No other sites or DLs give me problems.
I even have some older Nvidia drivers on storage drive.... they are fine as well.

Well I found the problem.

In the Bitdefender antivirus Advanced settings, there is an option to "scan archives". In the past, I've always turned that option... ON.
Apparently, turning that on, on windows 10 causes a problem JUST with Nvidia driver downloads., Turning the "scan archives" back off fixes the problem.

Atm, I am reprting the problem to Bitdefender via phone.

Welp, just ordered this. I wanted a EVGA 2060 super but they are out of stock everywhere.

Well, I've gotten Windows 10 beat down. My whole C: drive OS and programs is 24GB.
Got the Western Digital edition of Acronis True Image installed, working, and have made backups.

I've got most of Windows 10 Apps, removed. There are a few more I have to research a bit before tearing them out by the roots as well.

I'm... winning! :D

Congratulations. I’ve got the money put away for a nice gaming rig but keep putting off purchasing the parts because I can’t stand how limited my options are with removing all that extra bullshit. I would learn Linux but I feel mentally drained just thinking about it.

A combination of Revo Uninstaller and some collected registry enable/disable files, did 90% of the work for me.

/e I was surprised to see that in Revo, there was not only an add/remove programs, but an add/remove apps as well.

Well, my RTX 2070 just arrived. Just got done registering it with EVGA.
Now all I still need is a DP cable and I'll be set. That's not coming till Tuesday.

A lot of these new vid cards don't seem to have DVI-x connectors anymore. Fortunately my DELL U3011 monitor can take a DP cable. Cause my television ONLY takes HDMI, and the vid card only has one HDMI port.

Also, just reinstalled Windows 10. I seem to have broken one teeny legacy thing (older versions of .NET framework), which I don't really need, but I want it... just in case.

So now, I can unlax until Tuesday. Already installed the latest vid driver as well. I was running a really old driver which I'm not sure would even support an RTX 2070. Better safe than sorry.

So this will be the new build...

Windows 10 Home (1909) x64

AMD Ryzen 7 3700X (00-100000071BOX)
ASUS Pro WS X570-ACE (1302 BIOS)
EVGA 08G-P4-2171-KR Geforce RTX 2070 8GB 256-bit GDDR6
G.Skill Trident Z 16 GB (2 x 8 GB) DDR4-3200 (F4-3200C14D-16GTZKW)
COOLER MASTER Hyper 212 EVO RR-212E-20PK-R2 CPU Cooler (push/pull)

Samsung 860 EVO 500GB (MZ-76E500)

WD 2TB Caviar Black FZEX - SATA III

LG GH22LS30 CD/DVD Burner

PC Power & Cooling Silencer 750W Quad EPS12V

DELL Ultrasharp U3011, 30" monitor
Klipsch Pro Media 2.1 THX Speakers (Black)
Ducky DK9008 Shine II Blue LED Backlit Mechanical Keyboard (Cherry MX Black)
Logitech Optical M-100

COOLER MASTER ATCS 840 Full Tower Case
3x230mm, 1x120mm, Optional: 3x Scythe S-Flex SFF21G 120mm (installed)

I just noticed something. Vid cards are still the same size, but the boxes are twice as big. :D
