It's easy to lap a CPU cooler.
Just get some rubber cement and some black sandpaper 200, 400, 600 etc. Glue to sheet of glass and sand the cooler base, falt. Repeat with finer grits until it has a mirror finish.
you don't glue it down you can simply tape it down...
you've never even lapped a cpu...

the middle seems to be bulging out a bit, makes sense why the cpu middle always looks bare and the tim is pushed to the sides.
you can RMA it and or return it if still applicable and that should be your first option unless your totally fine with lapping.
If lapping...
You will want grit from 400-2000 1 piece of each will suffice. 1 square foot sheets are plenty.
You will want to move it in figure 8 patterns with dish soap as a lubricant.
You will move it slowly, you will let the weight of the object do the work (meaning you do not press down at all).
Your goal is to get to a mirror finish, if you can find eek's profile he may still have the thread were he lapped his.
If not theres plenty of guides on the net.
Only tip I really have for you is don't rush this will take a few hours to do properly.
Rushing may result in a surface worse then you already have.
Lapping to much will make it so theres too much of a gap then your really fucked.
