I believe that they put them underground. They didn't really tear up the city because there is always construction going on. Also, they haven't built it for all of Kansas City. South KC (somewhat poorer area) and Midland (Westport, Plaza) both have Google Fiber. North KC (more prominent area) doesn't yet have Google Fiber. I went last week to look at an apartment in North KC and fell in love. The price was right, everything was beautiful, and then she laid this on me, "We have Comcast." So I'll be living in Westport for another year!
Edit: A lot of the apartment complexes in South KC and Midland paid to have Google Fiber installed on their properties, so Google installs it in the surrounding community as well.
