I was reading msi afterburner incorrectly. My vram is good as I was misreading the numbers for memory clock. Got the was the graphs are read upside down. My frames are still doodoo. cpu maybe which is odd.

So I've deleted everything and I am reinstalling oblivion. Nothing I've done has fixed my fps issue.

Edit: Fresh install of oblivion and my FPS are like 50 average.
