First off what he paid isn't always reflective of the quality of his hardware. Secondly the 850BQ EVGA is advertise as a single 12v rail.
This is up to debate however as a lot of psu's aren't exactly upfront about the truth.

Lastly any decent quality PSU with enough wattage won't be an issue regardless of single of multiple rails provided it has the cables to power it.
It's almost like you don't understand what a multi rail system is and how it works or you got sucked into the BS marketing scheme from 2005 era.
But I'm thinking....

Before you nit pick, what he really needs to be aware of is the amperage of each 12v rail along with the continuous wattage rating.
Multi rail systems are designed to prevent catastrophic failure of the PSU that results in other damaged hardware.
I doubt a single 3080 will result in an over amperage issue with that PSU and SLI configurations will just need to be configured correctly.
