In 'the division' it seems normal.
When i switch to task manager it says 30%~
edit: seems to go up quite a bit to around 80 ish depending on how fast it switches to desktop screen.
If there is a better way for me to test this, please lmk.

Anti virus is AVG free version, not sure if this is good or not..
did you run them in safe mode though? and use eset online sacanner.
Do not use multiple AV's at once like you've already been told.
