Have u even tried another keyboard? Havent read through everything

Also, uninstall all usb hub roots in device manager
Unplug keyboard
Reboot
Try another usb slot, and see what happens

Sounds like the PCB is shorting/bridging between traces. Have you spilled anything on it?

Take it apart, Look for corrosion/water/etc.
