Actually, they can't charge him for it. He canceled, they sent it anyway. He can offer to send it back, but they cannot request he do so. Federal laws were enacted to prevent businesses from sending people things in the mail that they did not order and either making them pay shipping costs to send it back or charging them full price for the product they didn't order.
If he gets it in the mail, it's his for keeps, yo.
