Should I use pads?

And I have this issue where my first card is running at almost 100% with no activity.
I disabled the ULPS thing which is meant for the second gfx but idk.

Original is 1st, new is 2nd.

I've tried paste. Pads are used to clear the distance. It depends on your distance but I prefer pads.

I don't think I have any gaps, the heat sink looks to be sitting directly on top.
And the small heat sinks are sitting directly on the piece using paste.

pads only go on the vrms and memory or anything else not flush with the cooler.
