Well in the USCG they didn't, except to officers. I don't know how old that KickassFacts is either. :)

My father retired from the Coast Guard 6 or 7 years ago as an E8 and they taught him celestial nav.

United States Navy taught it until 1995 then in 2015 they just reinstated it as a class. It was deemed to be outdated. They are reteaching it due to cyber attacks.

Same as the USCG. They taught it to officers, those at the Naval Academy. Since they reinstated it, they are now teaching it to everyone.

The USCG uses the same training manuals that the USN does, that's why I was wondering.
