And high fps does matter, cs is one of those games where even tiny fps drop, tiny lag spike can get you killed, so you want it to run smooth af at all times, every little advantage matters
what he means is, providing you are getting at least the same fps as your refresh rate, it really doesn't matter.
So providing you can get like.. 300fps and no random dips to lower than 240, you would be fine

but I agree with you, playing max graphics on csgo is dumb, 4:3 1024:768, low graphics, high shadows ftw!
