The Hyper 212 EVO is rated at 82.9 cfm. But no CPU fan gets 100%, no matter what the BIOS says. You can discover this yourself by using AIDA64 and monitoring the RPM. Best you can get is about 95%
I have a bunch of Scythe 76 cfm case fans... (no static pressure).
One day while blowing the dust out of the comp, I discovered that the stock fans on the Hyper 212 EVO don't have sealed bearings. Dust got it the bearings and reduced the max. CPU fan speed to like 50%.
I called Cooler Master in California and asked what to replace the fans with. They said the Cooler Master Blade Masters.
They are this fan:

While waiting for the Blade Masters to arrive, I had to use the Scythe (no static pressure) case fan on the cooler. Temps went up 10C +.
When the blade masters with same cfm arrived, I put one on and the temp dropped 10C +. There isn't much more accurate test you can do. :/
