Have you tried replacing your ethernet cable?
Whats the distance betweem modem and your PC?
Have you forwarded ports for the game?

Could it be Comcast?

i've tried all of them. didn't help. the current ethernet cable i'm using is 3 feet. I have another one that is 5 ft and 15 ft, and another 3 ft one. I've tried all of them, it doesn't solve the issue.

One possible cause is a line issue (interference, damaged cable, etc) from the building to the junction box or box to ISP. Good luck getting them to replace the cable at that point.
Ask your neighbors that have the same ISP if they notice any issues.

This used to happen to me in HoN and League back when I used to play on my laptop over WiFi in my house and it took me months to figure it out.

It'd happen whenever a torrent client was running on any computer in my house. More specifically in my case, it was uTorrent running on my parents' PC. They'd leave like 25 torrents there seeding or finished and as soon as I'd close it, problem solved.

Even to this day, whenever there's an internet issue at my house that's the first thing I check for lol

i dont torrent anything i dont even have a torrenting software installed

also just tried google dns as well as port forwarding

did not fix the issue...
