ive had 3x hdds on others comps before and no issue like this.

It shouldnt be delaying power to the comp.

Well the way I see it is there is 3 options.

a ) check with another psu
b ) send the hdd back
c ) Deal with the delay

Can't find any setting in the BIOS that makes a difference.

I would suspect the new HDD.

Fast boot is set to enabled...by default.
SATA support is set to HDD only... by default.

Which are both as they should be. Adding another HDD would not change either of these settings.

/e I would think that if OP had changed either setting, OP would know about it, already.

OP's post #5 says no power for two seconds. NOT, no boot for two seconds.

The bootstrap loader can not proceed until POST completes. This is NOT the problem OP is having.

I'm guessing that it could be the HDD has an issue that may be causing the problem. What the HDD issue actually is, I have no idea.
If OP's boot "only" was delayed by 2 seconds, I would assume HDD BIOS settings.

In his BIOS I can find nothing that would delay the power by 2 seconds, though.

I also gave him 3 options with what to do. The HDD prolly has a shit ground on it.
