No, they can't. Pennies aren't held to the same standards as nickels/dimes/quarters/etc. by law, if you have a debt, you can pay it off in nickels and they must accept, but that's not true for pennies. additionally, pennies are the only money you can destroy. if you destroy anything else, it's a federal crime.
