You really need to get a feel for the employer. What I did was when we discussed pay and benefits, I told them that I would need a $2 an hour pay increase for me to accept the job position. I just laid out that I have a bachelors degree, I'm working on a masters in safety, and that if I were to accept the position, I would not be leaving the company within a year or two. A company like Walmart is going to take safety very seriously. They're already getting bad press. If working conditions within their warehouses were deemed unsafe, it would only increase backlash and further decrease sales. Therefore, as a person with the education I have, I am valuable. Once my degree is finished, I fully plan on moving up in the company if I did decide to stay.
From my experience, the only employers that are not willing to negotiate pay are those with very low budgets, and those that tend to have high turnover.
