adding to list:
thermal CPU pad (it's way easier than using thermal compounds, and cools just as well as the best compounds out there) (you cannot get this at bestbuy)

this is a list of all the items picked so far. not including the thermal pad. this is also not including a case. (this is with a single 2TB HDD)

you would have to talk with bestbuy online about price-matching. expect to pay $50-$100 more than this list, even with price-matching. (some of the items on this list are including rebates which won't count. they are close to prices i've seen on newegg though without rebates.)

you will need ~$70-$120 for a good case as well.
you also will need $10-$200 for windows 10. (you are reading those numbers correctly)

if you need an optic drive, that's cheap. or you can pull the cd/dvd drive out of your old pc. (they aren't much needed this day in age though. play old games on old machines)
if you need a wifi card, that will be extra as well. (the picked board only has wire connection)

after you confirm what you actually need for this, i may be able to upgrade parts. or i might have to down-grade.

Did this get resolved? Is it $1300 you have tied up for best buy or are you capable of buying elsewhere such as Craigslist?
Do you need brand new? Do you want a laptop or desktop? Many questions, not enough answers. P.S Best Buy price matches so if you find it cheaper elsewhere, show em and tell them to get you that cheaper price.

the issue is even with a price match you need to find exact parts to match
you can't price match builds, nor do they have a selection worth price matching to.

he has a best buy card apparently even after saying he doesn't so kijiji is out of the question.
his best option has been stated but he doesn't want to listen.

I've read the previous comments, and clearly he's not too tech savvy xD he's best off buying a computer already built but the only recommendations I see are those that you have to build...

almost any shop will assemble it for him for 50$ or less.
if he sells the best buy card and then orders parts he'll get a better pc no if ands or butts about it.
