Sounds like user error, or straight up bad sensors.

Update:

This is all I wrote to Corsair "I recently upgraded to i7-8700K and noticed I'm getting very poor temperatures. At less than 1.2V I'm getting temps of 86C in x264 encoding and one tube seems to be hotter than the other. Also I do not feel any heat coming from the radiator fans. This leads me to believe the pump has failed."

They didn't ask me any questions except for the invoice to validate before processing the request.
