Dell was originally business based. They didnt really care about consumer/home users. Its a massive passive cpu cooler with only a single fan to vent the entire case. Minimal sound. Minimal parts to replace (to make it easier and more appealing to the server techs)

You see this type of setup a LOT on their older systems.
