Basically, once the patches actually apply. Although it isn't as much as throttling, as running slower due to the ways the patched OSes will have to operate when working between user-mode and kernel-mode memory.
I don't think run-of-the-mill systems will be affected too much, as the majority of data operations that can exploit that flaw are SQL-based (database). Servers and data centers however, are probably going to take a pretty healthy performance hit.
